What CDI publishes, and why it looks like this
The California Department of Insurance publishes a premium comparison tool under a statutory duty, covering every territory in the state at a small number of carefully specified personas. California bans gender in rating, so no profile here has a gender axis at all; the department uses years licensed where other states use age. The published grid runs to 292 profiles per territory.
The years-licensed and annual-mileage bands differ per persona and per coverage type, and they are read exactly as published rather than unified. Rates are annual. Batch one ships the territories whose anchor city or county is most populous; the rest are named below and follow in a later batch.
What these figures are, and what they are not
Each figure is computed from the premiums insurers filed with California Department of Insurance for one hypothetical driver the regulator defined. They are not quotes, not offers, and not what any individual pays. An insurer’s filed sample rate assumes the exact vehicle, mileage, record and coverage in the published profile, and nothing else.
CDI publishes three coverage types: "Basic - Liability Only", "Basic Motorcycle" and "Standard". Basic - Liability Only: Basic Limits: Liability Coverage Only; 30,000/60,000 Bodily Injury; 15,000 Property Damage; 2,000 Medical Payments; 30,000/60,000 Uninsured/Underinsured Motorist; 3,500 Uninsured Motorist – Property Damage. Basic Motorcycle: Basic Limits: Liability Coverage Only (Motorcycle Profiles 4121 and 4122); 30,000/60,000 Bodily Injury; 15,000 Property Damage; 2,000 Medical Payments; 30,000/60,000 Uninsured/Underinsured Motorist; 3,500 Uninsured Motorist – Property Damage. Standard: Standard Full Coverage; 100,000/300,000 Bodily Injury; 50,000 Property Damage; 5,000 Medical Payments; 30,000/60,000 Uninsured/Underinsured Motorist – Bodily Injury; $250 Comprehensive Deductible; $500 Collision Deductible; Waiver on Collision Deductible. All sample rates are annual premiums effective 2026-01-01, shown before any applicable discount; they are filed sample rates for hypothetical risks, not quotes. California has banned gender as an automobile rating factor since 1 January 2019, so the survey carries no gender dimension. We publish the count and the distribution — the smallest filed rate, the quartiles, the median and the largest — and never a rate attributed to an insurer.

These filed rates are for the coverage the survey defines, which is not the same thing as the state’s legal minimum. Car-insurance requirements in California sets out what the statute obliges a driver to carry, with the citation and the effective date.
