What Hawaii Insurance Division publishes, and why it looks like this

The Hawaii Insurance Division publishes annual premiums for 2 risk profiles — a clean driving record and the same driver with one speeding conviction — across the 4 island counties, from carriers covering almost the entire market.

The publication prints the same premiums three times: one full alphabetical table and two per-county subsets. Only the master table is read here, because reading the repeats would count the largest insurers three times over. Hawaii’s minimum financial-responsibility limits rose with legislation taking effect at the start of the current edition, so this edition’s coverage basis differs from its predecessor’s and no trend may be drawn across the two.

What these figures are, and what they are not

Each figure is computed from the premiums insurers filed with Hawaii Department of Commerce and Consumer Affairs, Insurance Division for one hypothetical driver the regulator defined. They are not quotes, not offers, and not what any individual pays. An insurer’s filed sample rate assumes the exact vehicle, mileage, record and coverage in the published profile, and nothing else.

Minimum coverages: $40,000/80,000 Bodily Injury Liability; $20,000 Property Damage Liability; $10,000 Personal Injury Protection; $40,000/80,000 Uninsured Motorist Stacked; $40,000/80,000 Underinsured Motorist Stacked. Vehicle: 2024 Honda Accord, LX, 4-door sedan. The Insurance Division states these are sample premiums for licensed insurers transacting the majority of the private passenger auto market in Hawaii. Only the full alphabetical table is used: the publication repeats a per-county subset of the same premiums twice more (alphabetically, then sorted by clean-risk premium), and reading those repeats would count the largest insurers three times. We publish the count and the distribution — the smallest filed rate, the quartiles, the median and the largest — and never a rate attributed to an insurer.
